A:  It's a summer bloomer. So, available in spring, plant in spring. I received mine in May. I've had a hard time finding any even in season though. Seeds are available online but sprouting and growing from seed takes time and some skill. Absolutely stunning gorgeous African Violet like (only bigger!) flowers when you can grow them.

A:  in the spring, its getting a bit late to get good bulbs, i just received two packages today, and each only had 1 good bulb in it. you can look at my review.
